Orphans who have lost both parents in a hostile action, will be entitled to a benefit and advantages, by virtue of one parent, under the Compensations for Victims of Hostile Actions Law. In order to receive the benefit, the orphan must submit a claim for compensation to families of people killed in terrorist actions (BL/582).
The claim and the documents must be sent to the branch nearest your place of residence, in one of the following ways:
Until age 21, an orphan is entitled to a survivors pension by virtue of the second parent, under the Old Age and Survivors Law. To receive a survivors pension, one must submit a claim for survivors pension, to the handling branch.

Monthly Benefit
The benefit rate for a person orphaned form both parents is calculated as a percentage of the wages of civil servants on the 19th degree of the administrative ranking, and is accompanied by social advantages as a monthly gross-up.
Benefit rate:
For orphans under the age of 18 – NIS 5,743.88 (as of Jul 01, 2023)
For orphans aged 18 and older – NIS 9,986.76 (as of Jul 01, 2023)

Organization Grant
Paid to orphans under the age of 37. The grant is paid upon becoming orphans, but not before the age of 18. If orphaned before reaching the age 18, the grant shall be paid upon reaching 18 years of age. Grant amount – NIS 83,600
Additional grant to a child orphaned before October 1, 2000
An additional grant amounting to NIS 200,000 will be paid to orphans who lost their both parents before October 1, 2000.
The grant is paid automatically to any entitled thereto by the Hostile Actions Casualties Department.

Please note that the orphan who is not entitled to a housing grant because of his age or his family situation, will be eligible for a grant to purchase a first apartment/changing apartment or coverage of mortgage debt, at the same level as the assistance paid to a widow without children, or to a renovation grant.

Vehicle-Related Benefits
In order to receive a vehicle-related benefit please submit an application to the Rehabilitation Department at your attending local NII branch.
Studies
Contribution for educational expenses and after-school classes (for the orphan himself):For orphans in 1st-6th grade – an annual grant of NIS 1,720
For orphans in 7th-9th grade – an annual grant of NIS 2,040
For orphans in 10th-12th grade – an annual grant of NIS 2,520
The grants are paid automatically and are included in the monthly benefit for the month proximate to the beginning of the school year.
Rehabilitation
To receive an assistance in the following matters, you have to submit a claim to the Rehabilitation Department of your handling branch:
Vocational Rehabilitation
Vocational training and higher education – orphans from both parents who are over the age of 18 are entitled to the funding of professional diagnosis, preparatory course and professional training until completing professional studies, or to the funding of higher education studies until receiving their bachelor's degree. Funding includes contribution towards tuition fees and an annual grant for books.
Orphans receiving a monthly benefit are not entitled to a sustenance allowance during the period of their studies. In order to receive the aid, please submit an application to the Rehabilitation Department at your attending local NII branch.
Occupational Rehabilitation
Orphans from both parents are entitled to job placement through the Rehabilitation Department at their attending local NII branch.
Economic Rehabilitation for an Independent Business
Orphans from both parents who have not realized their entitlement to financial aid for funding their studies, and wish to establish a new business or consolidate an existing one – are entitled to a loan, subject to the maximal loan rate determined from time to time.
Loan amount:
Loan for first business – NIS 103,446
Loan for the consolidation of an existing business – NIS 22,120.

Benefits granted by other bodies
Recipients of benefits from the National Insurance are entitled to advantages and discounts from institutions and organizations such as municipality, electricity company, water authority and more.

Other important information
- According to the law, the National Insurance Institute does not pay several benefits for the same time period. Therefore, if you are entitled to both a monthly benefit and a sustenance allowance from the Rehabilitation Department, you will have to choose between these two benefits.
- For benefits paid to orphans of victims of acts of hostility, which have the same purpose of benefits paid to widows/widowers of victims of hostilities – such as funding of driving lessons, organization grant for orphans and widow/widower grant, housing grant etc. – the benefit paid to orphans will be in the amount determined for orphans of victims of hostilities or the amount determined for hostility widows/widowers – the higher of the two.
The Terror Victims Association
The association operates as a society and represents the victims of acts of hostility (disabled person and families of the deceased) under the provisions of the law. Among its goals are the preservation and improvement of the rights of the victims' families, as well the presentation and representation of their interests in front of the various institutions.
Orphans who are entitled to monthly benefits under the Victims of Hostilities Law are eligible for acceptance as association members.
Membership fees are deducted from the monthly benefit, after 60 days following the approval of the claim. Membership fees are transferred to the association's account.

Appeal against NII's decisions
If the National Insurance Institute has rejected your claim, you may appeal to the district labor court and submit a claim against the decision.
The claim must be submitted within 12 months following receipt of the Institution's decision.
